DIRECT DEMOCRACY COMMUNIST PARTY

NAME
The name of the party shall be "Direct Democracy (Communist) Party" (referred to in this Constitution as "DD(C)P", "DD(C) Party", or the "Party").

PURPOSE
To sustain and promote nationally and internationally the objectives and values of the proletarians of the "computer age".
To promote common ownership of means of production and continues electronic referendum (Direct Democracy) at all times.

FUNCTION
To start and maintain a DD(C) Party presence in the UK.
To carry out activities to promote DD(C) Party in the UK.
To discuss and expand "DD(C)P" philosophy, ideas and thinking, as expounded in “Our Program – the Phoenix” and the “Resolution on Computerization”.

MEMBERSHIP
The Party is a political Party for the whole country, open to all who share its objectives and values and who undertake to be bound by this Constitution. The Party shall consist of its Members.
Party Members:
1. Shall each agree to be bound by this constitution and the program of the Party; and
2. Shall work to sustain and promote the objectives and values of the DD(C) Party; and
3. Shall pay such subscriptions as shall be determined by the members.
Any person shall if they so desire, be a member of the DD(C) Party, even if they are members of any other political party.
All members of the DD(C) Party shall be bound by these rules.

FINANCE
The DD(C) Party shall make publicly available any information relating to the affairs of the Party including information relating to finance and membership.
Any monies, which are subject to the Party, shall be governed by the Party members, and shall be subject to the decisions of members' meetings.
All of these will comply with the document “Financial scheme of DD(C)P” as recommended by the Electoral Commission.

OFFICERS OF THE DD(C) PARTY
One leader who is also the nominating officer, and the treasurer.
One ordinary member
Officers shall cease to hold office upon death or resignation.
If any officer ceases to hold office, the DD(C) Party members shall elect a successor immediately.

DD(C) PARTY CENTRAL COMMITTEE
The Central Committee shall consist of the leader, who is also the nominating officer and the treasurer, and the ordinary officer as defined in paragraph above.

DUTIES OF THE OFFICERS OF THE CENTRAL COMMITTEE
Leader:
Shall Chair all meetings of DD(C)P unless a motion is carried to the effect that the Leader should not Chair a particular meeting.
Shall be the main spokesman for the DD(C) PARTY and shall be treated as such in press releases and other external liaison
Shall be chiefly responsible for increasing the profile of the DD(C) PARTY in the UK and worldwide.
Shall be the treasurer, and fulfill functions recommended for a treasurer by the Electoral Commission.
Shall be the nominating officer, and fulfill functions recommended for a nominating officer by the Electoral Commission.

Ordinary Officer:
Shall generally aid and assist the leader in his work.
All officers shall carry out other responsibilities stated by or agreed to by the members.

ALTERATION TO THE CENTRAL COMMITTEE
Is not allowed until direct democracy is established in the UK.

ANNUAL GENERAL MEETING
Every meeting of the members of DD(C)P is an Annual General Meeting (AGM) of the DD(C) Party.
Members shall have the power to discuss and decide any question and set up any organisation needed to put into practice the decisions they have arrived at.
Party forum at the Party web site shall act as the continuous meeting place for all members. Members shall meet, discuss, and decide all questions continuously, and act in accordance with the decisions arrived at.

QUORUM AT MEETINGS
Members will decide the quorum for each meeting.

VOTING AT MEETINGS
Voting is done electronically as specified at the Party forum and since each meeting is an AGM, its decisions are valid for all members until a new meeting overturns that decision.

ACCOUNTABILITY
Options of no-confidence and censure are available to members should it be felt that a member should be held to account. (and no alternatives are deemed suitable to the members).
A member may be censured or no-confidenced by any meeting provided the accused and the accuser are given the opportunity to state their cases. The meeting of censor /no-confidence must be publicised in the Party forum to all members at least 7 days in advance. The motion is carried should more people vote for than against, and the motion takes effect as of the close of the meeting.

SUSPENSION OF THE DD(C) PARTY
The Party cannot be suspended until direct democracy is achieved in the UK.

ELECTIONS
The DD(C) Party shall take an active part in local, national and European elections.
"Official" Party's backing can and will only be given to candidates who have the support of the membership and are well versed at the ideas of direct democracy.

INTERPRETATION
Members have the power to deal with any matter not provided for in this document.
Members have the power to deal with any matter including this document.

ALTERATION OF THIS CONSTITUTION
Any meeting of members may amend this document.
As well as specified sections of the constitution that cannot be changed by the members, so the members cannot change the sections referring to the requirements and recommendations of the Electoral Commission.

THE ELECTROL COMMISSION

However public the affairs of the DD(C) Party, still, any change to the party officers, address, and the constitution; any information requested by the Electoral Commission that result from taking part in elections; and the accounts of the party must be passed onto the Electoral Commission by the relevant Party officers within the time limits specified by the Electoral Commission.
The relevant party officers must fulfill all the requirements of the Electoral Commission to register political parties and to maintain the registration details.
Members must observe and ensure that this is done.
